
Steve Tshwete Local Municipality invites suitably qualified applicants to apply for their 2026 Bursary Scheme vacancies. The closing date for applications is 14 November 2025.
The Steve Tshwete Local Municipality (STLM) is excited to offer young people in the area a chance to study at a university or TVET college. If you’re 18‑35, live in STLM – MP313, and want a first‑time bursary, read on.
Why Apply for the 2026 Bursary Scheme?
A bursary means the Municipal Council will help pay for part of your study costs. It’s aimed at students who want a full‑time or distance‑learning undergraduate degree. You’ll get help with:
- Tuition fees – the amount the school charges.
- Living costs – if you need a room and food, you can ask for support (you’ll need documents showing your rent and meal plan).
- Books and supplies – the council may cover the price of required textbooks.
The Council will decide how much funding each applicant gets. It depends on how much money is available and the information you provide.
Who Can Apply?

| Grade 12 learner | If you’re still in high school and have a provisional acceptance, you can apply. |
| Incomplete records | If you’re missing some university paperwork, you can still apply if you can show the missing parts. |
What You Need to Submit
Make sure you send certified copies (official copies) of the following documents. Each paper should be stamped to show it’s real.
- Your ID card and your parent’s or guardian’s ID.
- Your Grade 12 certificate or Grade 11 results (if you’re still studying).
- Your admission letter from the university or TVET college.
- Your academic record if you’re already studying.
- A motivational letter explaining why you want this bursary.
- Proof that your household makes less than R350 000 a year (like a tax return or payslip).
- Affidavits if your parent or guardian is unemployed.
- Certified death certificates or marriage certificates, if relevant.
- Proof of any SASSA grant you receive (if applicable).
- A note if any of your parents work for the municipality.
No other documents are required. Keep copies so you can resend them if needed.

- Engineering – Civil, Electrical, Chemical, Mining, Mechanical.
- Finance & Accounting – Financial Management, Accounting, Internal Auditing.
- Planning & Architecture – Town & Regional Planning, Architectural Design, Quantity Surveying, Property Valuations & Management.
- ICT & Communications – Information and Communication Technology.
- Law – Legal Studies.
- Environment – Environmental & Development Studies.
- Media – Media Studies.

How to Apply
- Download the application form.
- Fill it out carefully, checking each box and writing in all required fields.
- Collect all the certified copies of documents listed above.
- Hand it over in person at the Office of Director Human Resources:

Civic Centre Building, Main Entrance.
Important: The municipality will NOT accept late, emailed, or faxed applications. Only documents dropped in the office on or before the deadline will be considered.
After you hand in your application, the council will review it. Only shortlisted students will receive a call.
